Dev Balu Dzong is a remnant of Dev Balu's fort. Dev is considered as a king in Memba community, Dev Balu was the first Dev. Under Tibetan kings' control, Mambas practiced the Dev system, wherein a village chief or headman held autocratic authority. The Dev was elected from among the Mamba people and recognized by Tibetan authorities, receiving various powers and functions. Additionally, a staff called chim assisted in administrative affairs, drawn from different villages. This system exemplifies a hierarchical governance model rooted in local leadership and Tibetan authority.
